A shared vision and commitment to the transformation of adult social care
This is a concordat published by the Department of Health in 2007. It builds on the Health White Paper, "Our Health, Our Care, Our Say: a new direction for community services". A DH circular was also sent out to local authorities in January 2008 mapping out what needs to be done to implement the changes.
The document sets out a framework for cooperation between the Local Government Association (LGA), the Association of Directors of Adult Social Services (ADASS), the NHS and others. The aim is to transform the way adult social care services are delivered between 2008 and 2011.
Putting People First requires that all local authorities move to a system of Personal Budgets for anyone who is eligible for adult social care support. They are also required to provide improved information, support and advocacy to anyone who needs services, whether they are eligible for funding or not.
